Is there an inspection clause reserved by the FCC in the granted license? How would they know if she “upgraded” her equipment after she got her license?
What if the equipment (or upgrade) was for another, higher level HAM operator and she just “housed” the equipment at her place in VA?

We were a family HAM group. Uncle was an extra with all the equipment bells and whistles. We worked emergency nets and there were times us techs gave him a rest and used the equipment. It's not rocket science. Folks in the path of tornados and Katrina survivors didn't care about which license we used.
Here's the thing, we were all aware communications were public. Big gossip group. Everyone in our county ARC knew everyone else's business and that of the contiguous county's HAMS.
Yes. I grok the encoded capabilities of DS. It's just another big "These people are STUPID" moment. I think the only thing clandestine about this plan was possible going "old school" to try and sneak around white hat intelligence. I estimate more than 75% of my HAM friends have military background tho. Can't get much by that group of HAMS.
