Well, over 60% of the voters believe that the government bureaucrats shouldn’t have the power to ban things because they, in their opinion, look scary.
Whoever voted against banning the Pits should enjoy their phyrric victory now. They will soon receive an equal amount of blame after the next spike in such deadly attacks.
Perhaps those for the ban took too much for granted.

This appears to have been a city-council initiated item, and not a grass-roots initiative. In addition, it was not a completely new item, but an attempt to change an existing law.
Caveat:
