Unfortunately, as the problem (gameness, or deadly impulsive aggressive behavior) has been bred into the PBT dog deliberately - along with strength and size and jaws and very hard head - I do not believe that it can be “trained” out.
It's critical that all pet owners make sure their animals can't get out and roam the neighborhood. It's equally critical they treat their pets like they should. The problem is NOT the animals; the problem is bad owners.
