so membersof the armed services or intelligence committees can divulge info about weapons or battle tactics as we go to war with someone. Is that the free speech you refer to?

Yep, that’s how Sen Reid was able to say that Romney didn’t pay taxes and was able to get away with it—Congressional immunity. Then there was the drunk Kennedy who claimed at 2am he was on his way to a meeting and couldn’t be arrested for DUI. Members cannot be impeded on their way to Congress.
