The $1.7T descretionary part of the budget could be covered by a tariff and a NRST. The other part ( the socialist part) by payroll taxes until that problem can be dealt with directly.

It would have to be funded mostly by the sales tax. Even assuming tariffs do not depress the amount of imports (which they of course would, because that usually the very purpose of tariffs), tariffs at the historical rate of about ~20% would generate roughly $450 billion in revenue. That is not even enough to pay the interest on the national debt.

The interest on the debt is 6% of the budget. Using $3T as a baseline that is $180B not $450B.
