These were tourists and that’s not a perimeter in front of an arsenal, or a sensitive military installation.

I never insinuated that civilians are peons. Some people are just unthinking dolts. If I'm anywhere in public and come upon a rope line I'm at least conscience enough to realize that it must be there for a reason.
