Target for the plan to end is 3 years.
It doesnt mean it was planed for 3 years it wouldnt be the targeted time.
I read that differently, and take it as meaning the planning has been going on for 3 years, not that it was planned to take three years to execute. I just re-read that whole drop and still feel my initial interpretation is correct. Change my mind.

However, I had been taking it the way you took it, that they had been planning it for 3 years.... but I find Steve Van Doorn’s take interesting and worth consideration. I hope the operation DOES go on for 3 years!

My argument is that that time you already took is known time you actually did take. It can't be a target in the past tense.
If Q removed the [target] then I would agree with you.
