It was probably too late to do anything about the alphabet agencies 50+ years ago. FBI alone has 35,000 employees and a budget of almost 9 billion they deign to tell us about. NSA’s open budget is around 10 billion. Snowden said it was around 50 billion off the books per year for surveillance and data collection in 2012, if I recall. They can’t even tell us how many work for the NSA, it is estimated between 30,000 and 40,000. The NSA is the largest employer in Maryland.
Now go look at the % of eligible voter turnout for presidential elections for the last 100 years.

I agree. Public employees, though massive in number are rather tight knit in the promotion of increasing governmental power - as that improves their personal economic position and security. The government class includes a relative few electeds, and they certainly benefit greatly...but it includes as well millions of employees (including state an local governments). Those employees are also part of the government class - they are an interest group and march in lock-step (relatively speaking) just like any other interest group. They are the root of our trouble as they game the entire system for their own benefit.
