Never short on ideas for things to tax, lawmakers in New Jersey are considering a tax on tap water.
The proposal is being floated by State Sen. Bob Smith D-Middlesex, who is trying to say it's not actually a tax but a 'user fee'.
"It is a user fee based on volume," Smith told Fox 5's Chasing New Jersey.

Oh no. When they find out people with wells aren’t paying their “fair share” , per liberal theology on these matters, you will get taxed for that well.
Don’t people who own property pay for their own water? The amount due is based on their usage during the billing period. Are they taxed on their water bills, or do they pay some city fees already, like sewer? I’ve never owned a home, but have always rented so any water usage has been included in my rent.
The previous lib governor of Maryland got you beat. He shoved through a tax on wastewater ostensibly to clean the Chesapeake Bay. Of course, about 80% of the money grubbing endeavors in Maryland are for “cleaning the Bay.”
It was referred to as the Flush Tax. Even people on wells with septic systems got charged. Cause, Maryland y’know, hon.
Reminds me of when they used to tax the number of windows in a house. Maybe they should consider bringing that one back. That originated with the Brits.
People’s water bills should cover the cost of service, including externalities such as any environmental fixes the state deems necessary. Since water is delivered as a public utility, the rate structure must also cover new capacity and service extensions. If there’s a deficit, why not just increase water rates by the amount necessary? Why a new, separate tax?

I was considering a trip to a Jersey beach town until I saw you need a “beach badge” to use the beach.

Yeah, they’re like 15 to 20 bucks, depending on the beach.
Don’t they already have a utility tax for water and sewer service or is this a state tax on top of the municipal utility tax?
I thought that was what the utility bill was for. Silly me. I know user fees or assessments can be levied based on run-off produced. This is done as part of drainage control. But for the use of water going into the home? I’ve not heard of this being done before. It might work to require a separate meter for outside spigots, taps and limit that usage when there is a drought.
Not taxed. But you can be sure if water lines become available you will be told you have to hookup. You could still keep the well for non-potable uses but if the line is there you will be charged to hook up.
Washington State is moving to charging private well users for tapping into the aquifers that have been deemed as waters of the state. Currently all new private wells as of January 1st. 2018 are being charged a flat rate but they also must have a meter installed. So far older wells are exempt, but for how long they won’t say

City and suburban people get bills from the water company—country people (raising hand) have their own wells.
