But they just can’t port in anytime they want, the client needs to give them authorized permission on their side of the machine to gain access. Every single time. It’s very controlled.

That's not enough! Once they're in, they're in. It would be way too easy to do what they were hired to do plus some other work, even undo what they did earlier, or add something new that won't be noticed for a while, if ever.
The control is a matter of policy - not capability. The fact that these machines had external control software installed while being used for voting is criminal - or at least it should be.
