Sure, sub-Saharan Africans didn’t participate in the evolution of mankind that continued when the out-of-Africa group mixed with Neanderthals. Every group on Earth has Neanderthal blood except sub Saharan Africans.
The earlier we place the split, the more difference there necessarily is.

that's not completely true. It seems that even sub-saharans have some Neanderthal genes -- much fewer than East Asians (who have the most) and west Eurasians. It seems that some members of the family went back to Africa after fooling around with the Neanderthals
