Sounds to me like the dumbass FBI agent caused the accident. I’ve been in situations where there was something blocking the lane and too many cars in the next lane to avoid it. If there had been an open area on the left I would pull that way. In the split second it takes to make a decision it would be easy not to see to people standing there. Of course the illegal shouldn’t be here in the first place and should be deported, but it could just as easily be a citizen, and I wouldn’t necessarily blame him.
The Good Samaritan had time to stop, put on his flashers, move his car to the side of the road, and exit his car to assist the FBI guy. All this happened before Palacios came up from behind and struck them. Clearly Palacios was driving too fast and was unable to stop, despite the fact that at least one car ahead of him (the Good Samaritan's) had already stopped, so letting him off with a slap on the wrist seems odd.
Southbound I-270 at Falls Road has two roadways. From right to left: there is a two lane "local" 270, with shoulders, for all the exit and entrance traffic. Then there is a jersey wall barrier, across which is the through traffic, four lanes southbound with shoulders on both sides. Including the shoulders, that's ten lanes southbound. Then there's another jersey wall, across which are the northbound lanes. The two men who were killed were hit hard enough to be thrown over this barrier into the northbound lanes, where one of them was struck again.
This, by the way, is the regularly gridlocked road to which MD is proposing to add another lane in each direction to reduce congestion. Hahahahahahahahahaha. Of course, 270 dwindles to two lanes in each direction (with shoulders) another 10 or more miles north, when you get north of Germantown. MD could widen this northern section all the way up to Frederick in order to flush even more traffic into the rush hour gridlock that is a permanent rush hour condition from Rockville south. Hahahahahahahaha.
Anyhow, the two guys who were killed apparently ignored Rule of Survival #1 and #2 when disabled on a busy interstate: (1) don't leave your car until the police arrive on the scene; just get to the side and wait; and (2) if you must exit your vehicle, keep your car between the oncoming traffic and yourself. Otherwise you are liable to end up as a pancake.
Drugs or alcohol wasn't involved, which makes this an unusual illegal alien accident (especially because Palacios' record includes a prior DUI). I wonder if he was on his cellphone as well. That's a common reason people fail to stop in time. Or he was speeding. But he should have been cited for either of those factors.
