Apparently those non-filings are pretty common and no one has ever been convicted of this "supposed" crime.

It’s a regulation. Meaning it’s a minor law punishable by a fine or less than a year in jail. If you’ll pardon the pun, it’s Mueller who is making a federal case out of this.
