Agree. The Russians are probably too good at this stuff to keep botching it in a public place. I think it has something to do with Porton Downs, possibly somebody who is accidentally contaminating things...or a nutcase who’s doing it on purpose.

It depends upon what the underlying motive is. True, if the main goal is to just kill someone, a bullet from a sterile weapon is the easiest way. But if they’re trying to send some kind of “message,” then maybe they believe an exotic toxin is best.
