A dog is not regarded as a murder weapon at this time, no.

Interesting timing of this article, however:

Parole hearing this month for man convicted of using dog to kill Arizona woman in Cleveland
“Jeffrey Mann was the first person to ever be tried and convicted of using a dog as a murder weapon”

since a dog is not regarded as a murder weapon, if the dog had killed her, he would have committed the perfect murder right in front of the cops... its a slippery slope to classify a dog as a murder weapon.. will it be based on size, breed( here come the bleeding heart pit owners) or can any dog be a murder weapon?
Too many challenges to any broad law you want to pass.
The laws in this country are getting as contrived as old jewish laws, and the last guy to stand up and say “enough LAW! -you follow the law but your hearts are still black” ... well, they killed that guy.. i paraphrased a bit ..
