If you are zotted or banned - can you re-register under a new name? No.
The proper procedure is to crawl back to JimRob with hat in hand, apologize for your unacceptable actions, and ask o be reinstated.
I also know that some Freepers have successfully asked JimRob to change their screen name, which is apparently technically feasible.
My understanding is that it is considered patently underhanded—without explicit permission for JimRob—to even attempt to register under a difference screen name once you have been zotted.
If I'm wrong about any of the above, somebody please correct me...

I'm not positive about what the technical limitations are, but it might be permissible to register a new screen name only for the purpose of contacting JimRob—and only, of course, if your banning or zotting prevents you from contacting him any other way. I believe this may have been done by some zottees, but I'm not sure...
