I don't think they actually do that, I think they secret the containers with the contraband goods in amongst cement or concrete goods that are containerized.
I think Jimmy Hoffa ended up as part of a large project using large amounts of cement.

Just not likely in my view that the Indians in AZ (and Oklahoma and other states) are trafficking their own kids. It is my understanding that they cherish to the max their offspring and relations.
