I believe you have to name the issue the pardon is for.
I don’t think you can just say, “You are hereby pardoned for anything you may have ever done in your life.”
With Hillary, the reading of a self-pardon would be a very delicious thing. We could read exactly what it is she thinks she needed to be pardoned for.

Yes you can. Look at the pardon of Nixon as an example.

No named crime was needed.
Her self pardon would probably list her endless crimes but blatantly say that conservatives forced her to commit them for the sake America. LOL
