Investigators believe Strickland used cocaine while caring for the infant. Investigators also allege Chappele wore multiple fentanyl patches that were cut in half and that the residue from the patches transferred to the baby.
I'm guessing "caring for the infant" means breastfeeding. Doesn't sound like it was deliberate, just stupid. But then junkies aren't known for sound judgement.

And fentanyl patch they leached from mom to infant?
Usually folks cut them to chew them or heat them with water and fire the dope up or heat hem with hair dryer for quicker absorption

People addicted to fentanyl can handle many many times more of the drug than normal people. They put strips on their skin. Maybe they had strip on their skin and then held the baby after. Even a little dot of the stuff might kill baby
