More info in this story. Looks like the shooter may have been outside when he started shooting at people (according to the injured girl’s Dad). That would explain why the good guy took him down outside of the restaurant.

Good thing an armed citizen was present despite our Governor she only wants the wealthy armed. The OSBI sees arming citizens as a revenue source not a public safety issue. They want money more than safe citizens!
