That only makes sense if the license was obtained out of complete ignorance of today's HAM community. I am fairly certain that if one wanted to make a limited amount of what would amount to illegal transmissions anyway they would just go to a HAMFest and buy the required mobile equipment and begin transmitting. I haven't heard of a single case of a person prosecuted or even rudely chastised for transmitting without a license.Although, It might make it easier to get access things like EchoLink which is interesting.
