At first glance, yes they do look similar. I’d like to know if it was photo-shopped. Also, a side view of their noses shows they are very different in contour. Philip has a beak, Harry has a “slope”.
FWIW - In a recent grocery story “Brain Pimple” magazine the writer made a good case that there actually was another red hair candidate from Diana’s inner circle who actually looks much more like Harry than the one pictured.
