The FBI sent an asset to CONTACT low level Trump campaign staff like Carter Page & G. Papadopoulos, and then used those contacts to justify surveillance.
Neither Carter Page or G. Papadopoulos was a plant.They were TARGETS of opportunity. Page from the very start was telling anybody who would listen to him this was a Hillary Clinton dirty trick. He told the NYT's this in December 2016.
