I think she (Pena) definitely crashed the Hypocratic Oath - certainly any existing ethics regs she is accountable for.

My theory is that she (as the VP Doctor) was to take out Pence.

But her raging hatred towards the Dr.Jackson caused her to take out Jackson instead.
