Trump makes a public setup for action, then says I told you what I’d do, and I’m keeping my promises again. Only problem is if the Senate stays in session to block him again. What’s in it for the Senate to be willing to do that vs continue to play friendly with the Dems they imagine could have power over them after the midterms?
