Proving that names can be misleading, Manny Santos is not Hispanic or Latino (but Portuguese), and Ruby ONeill apparently *is* Hispanic (ONeill is her married name).
By the way, while ONeill isnt Rubys birth name, you should know that ithe surname is not uncommon in Puerto Rico due to Irish immigration to the Island following the Royal Decree of Graces of 1815 (in which the Spanish government gave free land and tax incentives to European Catholics who agreed to settle and farm land in Puerto Rico or Cuba; see https://en.wikipedia.org/wiki/Royal_Decree_of_Graces_of_1815), and particularly during the Irish Potato Famine. Until he was forced to resign from office last year due to a sexual-harassment case, the Mayor of Guaynabo for the prior 24 years, and one of the most powerful figures in the pro-statehood New Progressive Party (and, to a lesser extent, in the Republican Party), was Héctor ONeill. https://en.wikipedia.org/wiki/Héctor_O%27Neill
O’Neill says she is a moderate. Manny endorsed by CDL ... Gun group

The most laughable one I find is Ted Cruz's opponent "Beto" O'Rourke. Guy with a faux hispanic first name when he's not hispanic. It seems to clear to me he only calls himself that to make it sound like one side of his family is Latino. It's almost like the RATs said "we need a name that sounds like Ted Cruz in reverse... hmmmm... BETO O'ROURKE... PERFECT!!
