What has people confused is that the visible part of the current battle is intramural - the executive is at war with itself. Nunes and Congress can open that can of worms, but in the general sense (when the executive department is roughly honest), it is okay for the executive to hide prosecution activity from the Congress.

Agreed. But in these desperate times a lot of unsavory compromises will be necessary. But we must hold POTUS feet to the fire about returning all such ‘special actions’ to Constitutional standards ASAP.
