Yes there is, and the cost is less than $3 billion according the the Congressional EMP Commission.

Probably the main component og the protection is Faraday cages around all the giant transformers. These completely shield them from EMP.

(Faraday cage means to totally enclose with conductive metal, or even a wire mesh. Easy to look it up if you want more info.)
