All of that could have been done in the Hillary email/private server "matter" without ever having a public press conference where Comey laid out the numerous crimes and mis-deeds that Hillary did and then with false claims about what the law actually said, exonerate her. That is a real sticking point. Comey could have not ever said a thing, let it ride through the election. Why did he hold those two press events? That does not fit.
