The light rail operator involved in the fatal crash that killed a 29-year-old ballroom dancer was found at fault for the incident but will not be charged.
Documents released by Metro Transit show that Abdellatif El Maarouf was discharged in connection to the crash that killed Nicholas Westlake last July.
In an internal memorandum, Metro Transit said El Maarouf traveled through a signal on July 19 at Eustis Street and University Avenue in St. Paul, causing the collision.
The memorandum was written in August.
The memorandum goes on to say, "Light Rail Management investigated the accident and determined Mr. El. Maarouf was at fault."
While El Maarouf was found at fault by Meto Transit, the Ramsey County Attorney's Office declined to charge him.
In a document declining to charge Maarouf dated Feb. 13, the office said Maarouf was not driving "with scant care."
"Although the fact he was driving a train heightens his duty of care, I am unaware of any case law that suggests the size of the vehicle involved in a CVO or CVH impacts the gross negligence standard," the document reads. "As such, El Maarouf's driving conduct is that of anyone who misses a red light and mistakenly enters an intersection against the light. Although the consequences in this case were fatal, it does not mean that El Maarouf was driving with scant care."
The document said at the time of the collision Maarouf was not speeding, honked his horn while entering the intersection and was not on his phone or under the influence.
Well, he DID honk his horn.
And, he's muslim.

If he had been a Person of Less Color he would have been charged.
If truck driver is indicted for such, so should a train driver.
What did you expect? The twin cities have been a muzzy $#ithole for the past 30 years.
In Houston, we built a ‘light rail’ using local funding, as federal funding was dry, unless we ‘proved’ that we could at least operate one line.
So we had a lot of crashes at the beginning, killing a decent number of people, but we were SMART and blamed the DRIVERS each time...regardless of who was really at fault.
It worked. Federal money then flowed.

If he had been a white male he would have already been tried,
convicted and serving a 20 year sentence.
If the victim was Muslim or black, he would be serving 50 years.

Contrary to doomsday predictions, Light Rail in the Twin Cities has killed far more people than handgun permit holders.
In Houston, it was automobile drivers making left turns in front of the train, not realizing that the train has the right of way. The light rail in Houston however is signaled.
In this St Paul case, the motorman blew through a signal. This the motorman would be at fault.
I am familiar with the Hiawatha Line in the Twin Cities. This appears to be the newer University Avenue Line, since this occurred in Ramsey County. I am not that familiar with that line, since it went into service after I left Minnesota (never to return).

I live in Houston. It is my opinion that the Metro light rail system is merely a make work jobs program for incompetent and unpleasant ghetto people.

Absolutely! I guess that was the who idea of it. A friend of mine, as a project for school, talked some of the riders on that first line (Main Street). They (I think all blacks) hated it because they used to have good bus routes, which meant a single bus from home to work. But once the train ran, they turned the buses there into feeders for the train (i.e., captive passengers now), so the riders had to take a bus to the train, take the train, and then take a bus from the train to their jobs - 2 transfers now, versus 0 before.
The Dems do that to blacks ALL THE TIME - if the Republicans had half a brain we’d offer to rip out the tracks and add the bus routes back. But we don’t.
