There's a bus line that makes a stop near a subway station on my commute -- right in front of a traffic light. Several mornings a week I find myself stuck behind a bus that is parked literally 2 feet in front of a green light. It's infuriating.

So if a private firm is hired to fix a street and they shut down a major intersection at the peak of rush hour (instead of say, midnight), that is OK b/c it is “capital at work?”
Bottom line: I, as a fellow driver, owe you/(him) nothing to make HIS capital. For all you know I am on my way to an important meeting to make MY capital.
