As I recall. there were copies of Congressional testimony by the CIA in which they promised to cease the MKUltra program.
I do believe it was an actual live program at one point. What I'm coming to believe and recognize is that it never really stopped and some of these "false flags" are an iteration of the same type of program, without maybe the "MK Ultra" name attached.
