I downloaded the file and read it.
It is an article that appeared in Pravda in 1966, translated to english.
The article is about clowns moving weapons around and giving them to partisansin Africa.
The clowns were stopped by airport security who let them go after hearing two codewords: Monarch and Sparrow.
Not putting my trust in old Russian propaganda but the codewords and moving weapons around like that just reminded me of Libya and Syria.
I also thought the code words were interesting.
