The rational thing to do is to forbid new construction and start moving the city to more stable ground. Otherwise, the impact of any inevitable tsunami or earthquake will be greatly amplified.

It’s a scary and fascinating problem. Looks like there could be 4 reasons for it: draining of the aquifer, alluvial compression, load from construction, and tectonics. It’s that last one that I’m really wondering about.

I agree with you. Those tsunamis have to do a lot of damage to the floor. Nothing you can stop. Won’t be the first time a city was buried beneath the waters.
