IIRC, by 1776, English monarchs had not vetoed a Parliamentary bill since the 1688 Glorious Revolution.
OTOH, colonial legislative bills were regularly vetoed.
Our contest with George III began with the rights of Englishmen.
So, despite the bad taste left over from our colonial experience, this new executive to history, a president, was empowered with a limited veto.
Compare the limited exec veto to the absolute judicial veto.
