I don't think there's any doubt that DNA will be used for a more regulated society. We're already looking at "future crimes" scenarios where fools are saying they want the gov deciding who isn't capable of responsible gun ownership. It's the Brave New World scenario....people are being molded to their futures at a very young age. Employers already have a lot of information about a person. Drug testing....who knows what else they're testing for.

It will happen because it can. DNA and micro-chipping will be the future. The sad thing is people are being sold into accepting steps into that direction.
