That is simply, totally, and utterly untrue.
What the Congress has not done is follow the budgeting process since 2009 in a timely manner, e.g. a budget resolution then the subcommittees pass the 11 appropriations bills (or whatever the number) and then a full up vote by the full appropriations committees and then the House and then the Senate and then reconciliation and then to the President, all done before the close of a fiscal year for the next fiscal year.
But that is far from saying there are no rules. Continuing resolutions are simply laws that extend an in force appropriation law for a number of additional months with all the rules of the original appropriation PLUS all the rules contained in the CR. An Omnibus is full of rules and laws as well. It is just one humongous bill rather than 11 sepearate bills.
BUT THERE ARE RULES AND THERE IS LAW. It's a mess and Cpngress should do its job properly, but no one has assumed extra-constitutional authorities in this process.
Then explain how obama was able to skirt all of your rules. It’s a legal thing the “rules” (Budgetary process) are for a “budget”. Since no BUDGET has been passed since April 29,2009 none of the RULES can be enforced and we have loopholes by the gazzillion allowing corruption out our Az. HIllarys lost 6 billion dollars in State department is just one example. And there are numerous other examples showing no enforced rules or as you call it budgetary process!
