Lots of older american cities have combined sewer systems.
They will not do the hard thing and separate them, they cant put the bill on city taxpayers because too many residents use resources rather than pay taxes and it would kill businesses and taxpayers would flee. So they promote the socalist idea of regionalism and conty taxes to build workaronds that don’t really work.
