In a nutshell, he's some nut on the internet who his followers believe is an insider in the Trump administration who posts cryptic messages that only his followers with the proper intellect can understand since rather than speak in concise English and tell you what he means, he forces you to use your intellect to decipher his crap.
In other words, if you're a follower of "Q", you can believe that cloud is indeed a puppy if you look closely enough...

I honestly don’t believe there is a person on this site more hated by Q-believers than I am. If they could have banned me I’d be history. To say there is no love lost from them toward me is an epic understatement. They wish they’d never heard of me.
Trump is president of the United States. By virtue of the US Constitution, he is the leader of the executive branch, thus he can order the appointment of a special counsel; he can order an investigation be conducted by DOJ; he can fire Sessions, Rosenstein, or Mueller. He has chosen to do none of these things.
My theory is this is because a well thought out plan is unfolding and this plan will take some time.
We need to exercise patience, not conduct circular firing squads.

What ultimate charges will Mueller bring?
Will the timing of the charges be political?
How will the press treat Mueller’s charges?
Why have so few Republicans questioned the length and expense of Mueller’s probe?
What do the charges Mueller brought against Gates and Manafort have to do with Russian collusion?

Russia has been running campaigns to influence the public of (mainly) the United States by using fake internet accounts to control/influence discourse on websites like Twitter and reddit. Russia has hired internet trolls to flood reddit, twitter, 4chan, 8chan and now "Q". But generally, so far it has been amusing but harmless. So far.
