LIBOR got caught rigging exchange rates and some other frauds in UK, IIRC. It was a scandal that just couldn’t seem to get prosecuted that netted lots of newly rich and newly dead folks, again, IIRC.
That seems to be a common pattern, doesn’t it? :-(
