Non-representative samples? Never heard of such of thing :/

I do EMC validation for a lighting company (hence the screen name). We’ve been given “golden samples” for testing which marvelously do JUST fine meeting FCC limits.

Then I have our people do stock audits...stuff available off-the-shelf at our outlets/retailers.

Yep...busted a blue ton of them.
