One would be very hard put to even conceive of a better way to destroy any incentive to good or decent behavior by the intended beneficiaries of this agreement.

This is what happens when you have a Sheriff's Department run by a pimp instead of a real law enforcement professional. A real Sheriff like David Clarke would have fought this approach and used the every means at his disposal to expose this stupidity. Sheriff Israel just wallows in crap instead of doing the right thing because he is too concerned about what his fellow Democrats in Broward County might think.

The problem is that conservatives/Christians see man as basically bad and in need of constrainment whereas liberals/evolutionists think that man is basically good and should be free to show that it is true.
