This is basically weather from the low teens to the high twenties. Do these homes not have furnaces?

Its much colder then that. Go to the article and convert some of the temperatures stated from Celsius to Fahrenheit.

A guy I work with spent some time in England. The cost of heating buildings there is so high that many people go about their houses in heavy jackets.

They have furnaces, but can they afford to turn them on is the question?

The heating is a joke (according to our standards) in most homes in Italy. If you don’t have an independent thermostat or a fireplace, the central heating is turned off after 10 pm. In really cold spells they can run it close to midnight. I spent winter months there and was wearing my heavy coat around the house. High electric and gas bills prevent most Italians to adeguatly warm their homes.
