Its much colder then that. Go to the article and convert some of the temperatures stated from Celsius to Fahrenheit.

Outside of a mountain reading of -40 the coldest I saw was -20C which is -4F. Hardly cause for alarm if your home has a furnace. Here in Wisconsin it takes temps of -10F or lower for highs and high winds for schools to consider closing.

Even if we are talking -20* Celsius that equals -4* Fahrenheit.
People still shouldn’t be dying in their homes under those conditions.
