It appears to be a picture taken at ground level looking up into the sky. The upper left hand corner would appear to be steel security bars, perhaps bars around the base of a guard tower and below the lookout post. The photograph is cropped at the bottom and the top so we just see the tops of palm trees we are looking up through and the clouds above, e.g. something like this:

Because of the upper left corner palm, I think the photographer was on solid ground.

If I were taking a photo of nature, I’d make sure that the roof part was not in the photo. It’s included for a reason.

That cloud formation is just wrong to be natural (but God has a sense of humor) and it forms a letter “t”.
