Many locales have laws requiring men’s and women’s restrooms, handicapped accessible, for any restaurant with sit down seating.

Good point, maybe that is why (other than sanitary reasons) so many shops with food post, No public RR

That would seem logical since most malls have restrooms . . . even if they are a short hike away.

That wouldn’t be legal in my state/county. Any establishment serving food in an indoor setting with seats must have a public restroom.

You may be right about this, Subway sandwich shops DON’T have restrooms and they have tables in their shops!!!!
