My question; I have a new Dell desktop Windows 10. I dislike the W 10 and would like to go back to Widows 7 that I had previously. Would it be advisable to have this done (by an 'expert')?
One thing I hate is I lost my Jasc Paint Shop Pro 7, which was unable to be transferred to my new PC, according to the tech. This is the only photo editing I want. I've tried 'trial' versions of others without success.
I ordered the Jasc PSP old version 7 from Amazon, but a friend who knows a lot about computers tried to install it, but could not. Has anyone had any success installing it in Win 10 and having it work?
I’ve been using my “JASC” Paint Shop Pro v7 from Windows ME(yeah I know), Windows Vista(again, yeah I know) and with Windows 7. When I updated from Windows 7 to Windows 10, there was no problem - except with the Help function.
I know that doesn’t help with your problem, but the above has been my experience.

No, but...
I’ve run into this issue with other software and the best way to run legacy programs that have been broken by new os’s is to run then in a virtual machine. It’s been a while so I can’t recommend one off the top of my head but there are freeware packages like VMWare and Windows Virtual Machine that would probably work for you. Setup is a bit of a chore - you really do have to read the manual but I got it working without too much effort. I do believe you have to have an original installation disk for the comparable version of Windows you need to need to get the software up and running again.
Good luck.
