45 years of drug war and the addiction rate in America has not dropped one bit.
De-criminalizing them, then subsequently letting small companies pop up to manufacture them in very controlled areas, then thirdly regulating them, would cause the price to drop considerably. Drug mules would cease to exist, prostitution would drop a bit, south American (as well as middle eastern) cartels would completely pull out of the drug trade in the US, and mobs would no longer have that area to abuse.

True enough. But if drugs are legalized, I’m guessing that the addiction rate would explode. So as I see it, for all its warts the “drug war” is at least keeping a lid on things.
My solution (not that anyone asked):
1. Legalize marijuana. Put it in the same category as alcohol.
2. Apply the Singapore solution to everything else: death penalty for traffickers.
I am guessing it has gone up pretty steadily since the 1970s.
Not a war when half our politicians are drug runners. You don’t really believe all that drug traffic is under the radar do you!!!
IF it were legal I don’t know that the black market would necessarily go away unless the legal was cheaper.
I also don’t know that the cartels are ever going to go away if legalization happened either. They are feeding the supply for sin the way the mafia used to do. There are always more kinds of vice to exploit.
