The CFR was set up due to ineffectiveness and eventual failure of the League of Nations - IIRC it was Senator Henry Cabot Lodge who lead the fight against the League of Nations (similar idea to UN).
It is chief in guiding the USA in foreign policy and trade. Also mighty handy at enriching selves with same policies. A real behind the scenes power house.
