The following content is from an anon (anonymous poster on the same type of boars that Q uses) that preceded Q, via Brenden Dilley, Congressional candidate. The content is compatible with the information I've reviewed so far but offers greater level of detail and key clarification.
Your theory holds no water. The weakest link in this chain is the NSA trip, if you ask me. McCabe is easily believed and easily disproved. Find McCabe.
I just went googled it myself and only pic I could find of him walking down a hallway was from 1/5 linked to a newsweek article. Interesting that the photo was cut off at the knee... LOL There was other photos saying 1 day ago, 15 hours ago etc... that appeared to be him talking cropped close in.
other people chimed in and I went back to its a possibility realm. I think we can all work together this way.

It was on Hannity’s show the night the memo story broke. They were discussing why Gaetz and others were dropping Rosenstein’s name to the press as complicit in the memo. One of the reasons is because some were led to believe Rosenstein himself used the phony Dossier to extend the surveilance warrant of Trump, knowing it was phony. This would make him equivalent to Lynch or Yates, who likely signed the original, at least in that scope.
